
Small Area Fair Market Rents (SAFMRs) are FMRs calculated for ZIP Codes. Small Area FMRs are needed to be utilized to set Section 8 Housing Choice Voucher payment requirements in areas designated by HUD (readily available here). Other Housing Agencies operating in non-designated cities or non-metropolitan counties may opt-in to the use of Small Area FMRs. Furthermore, Small Area FMRs may be utilized as the basis for setting Exception Payment Standards - PHAs may set
exception payment requirements up to 110 percent of the Small Area FMR. PHAs administering Public Housing systems may utilize Small Area FMRs as an alternative to urban area-wide FMRs when determining Flat Rents.
